This is the process of stripping an old, overgrown, gappy hedge down to the single stems of the hedging plants (e.g. Hawthorn), cutting into them at the bottom (but not all the way through), folding them over to form a fence-like structure using additional stakes and bindings and then letting the regrowth from the base form a new, thick hedge around the structure.

Beneficial to wildlife and often argued as being cheaper than fencing, laid hedges are beautiful boundary features in their own right.
